Duty Free Whisky in Malaysia: Allowances, Islands and Prices

How much whisky you can bring in, how the duty-free islands work, and whether airport prices beat the shops in town.

By Whisky Malaysia Editorial Team7 min read

Duty free whisky in Malaysia comes with one key limit: 1 litre of alcohol per person. You can bring that much into the country tax-free after 72 hours abroad. The same 1 litre cap applies when you leave the duty-free islands of Langkawi, Labuan and Tioman for the mainland. At KLIA, a 1 litre Johnnie Walker Black Label costs RM228, while a 70cl bottle in town sells for RM248–RM269. Below are the rules, the island limits and a price check.

Duty free whisky allowance when entering Malaysia

The Royal Malaysian Customs travellers' guide sets the rule. You may bring in wine, spirits, beer or malt liquor "not exceeding 1 litre in total". This applies whether you arrive by air or by land and sea. The page was last updated on 5 Jan 2026.

The legal basis is the Customs Duties (Exemption) Order 2017, in force since 3 Jan 2018. Under it, the allowance covers two groups of people:

  • Visitors who do not normally live in Malaysia and plan to stay at least 72 hours.
  • Malaysian residents who come home after at least 72 hours away.

So a quick day trip across the border does not earn the whisky allowance. Also, the 1 litre covers all alcohol together. A bottle of whisky plus a bottle of wine counts as one total.

What if you carry more than 1 litre?

You pay duty only on the excess, not on the whole amount. For example, two 70cl bottles make 1.4 litres, so tax applies to 0.4 litre. In that case, use the red lane and declare it. Our whisky tax guide shows how excise and import duty add up per litre.

Other goods have their own limits. Air travellers may bring up to RM1,000 of other goods, while other arrivals get RM500. Cigarettes and tobacco are no longer on the exemption list.

How many bottles of duty free whisky can you bring to Malaysia?

The limit is by volume, so think in litres rather than bottles. One 1 litre bottle fits exactly. One 70cl bottle fits, with room for a small beer. However, two 70cl bottles go over. This is why most duty-free whisky in Malaysia comes in 1 litre bottles: one bottle uses the whole allowance.

The duty-free islands: Langkawi, Labuan and Tioman

Three islands hold duty-free status under the 2017 exemption order: Labuan, Langkawi and Tioman. On these islands, duty free whisky skips the excise and import duty that Malaysia charges elsewhere. However, you cannot take unlimited bottles back to the mainland. Item 11 of the order caps alcohol at 1 litre in total per person, and it also sets a minimum stay.

Malay Mail confirmed on 11 Oct 2026 that alcohol stays duty free "subject to the applicable conditions", with "a combined total of one litre per person". Meanwhile, cigarettes and tobacco have been taxed on all the duty-free islands since 1 Jan 2021.

What about Pangkor?

Pulau Pangkor became duty free on 1 Jan 2020. In Sep 2020, the rule was a 48-hour stay, and Perak asked to cut it to 24 hours. Malay Mail still lists Pangkor among the duty-free islands in Oct 2026. However, Pangkor is not named in item 11 of the 2017 order, and we could not confirm its current alcohol allowance. So check with Customs before you plan a whisky purchase there.

Budget 2027: the RM10,000 limit for Langkawi and Labuan

Budget 2027 was tabled on 9 Oct 2026. It will raise the duty-free shopping limit for visitors to Langkawi and Labuan to RM10,000, with a 48-hour minimum stay, as Malay Mail reported. The start date has not yet been announced, and it is not yet clear which goods count.

For duty free whisky, Malaysia has not changed the 1 litre alcohol cap so far. So until Customs says otherwise, plan on 1 litre of whisky per person. We will update this page when the rules are gazetted.

Who can buy duty free whisky in Malaysia?

21 is the legal minimum age to buy alcohol, under the Food (Amendment) Regulations 2016. Enforcement was reported from December 2017, with the Health Ministry announcing the 21 rule on 16 Oct 2018. Duty-free whisky shops in Malaysia follow the same rule, so carry ID.

At the airport, Eraman says "duty-free item purchases must be made only at the airport". An unofficial KLIA guide says departing shoppers need an international boarding pass and a passport. Also, KLIA Terminal 1 has an arrival duty-free area, so you can buy your 1 litre after you land. Our KLIA duty free whisky guide lists the shops and prices.

On the islands, traders report that alcohol sales are for non-Muslims only, and shops ask for ID. This is shop practice tied to state Syariah law, rather than a rule in the Customs order.

Duty free vs city prices: is it cheaper?

For popular blends, duty free whisky in Malaysia is usually cheaper. Yet the gap varies a lot, and a few prestige bottles cost more at the airport. The table compares Eraman's KLIA catalogue with typical prices at Malaysian retailers. Note that most duty-free bottles are 1 litre, while shops sell 70cl, so we added a 70cl equivalent.

Eraman prices from the KLIA Terminal 1 online catalogue, checked 16 Oct 2026. City prices are typical retail ranges from our October 2026 survey. The 70cl figure is simple arithmetic (1 L price × 0.7). Discounters may sell parallel-import or other-size bottles for less.

The pattern is clear. Entry and mid-range blends save the most, because Malaysia's fixed duties are a big share of their city price. For example, Ballantine's Finest works out at well under half the city price. In contrast, Johnnie Walker Blue Label and Royal Salute 21 cost more per ml at Eraman than in town. So check our whisky price Malaysia list before you pay.

Tips for buying duty free whisky in Malaysia

  1. Check the size. Compare per litre. A 1 litre bottle at the airport and a 70cl bottle in town are not the same deal.
  2. Know your 1 litre. The cap covers all alcohol together. If you also carry wine or beer, it counts toward the same litre.
  3. Count your hours. You need 72 hours abroad, 24 hours on Labuan, or 48 hours on Langkawi or Tioman.
  4. Keep the receipt. It shows where and when you bought the bottle if an officer asks.
  5. Compare prestige bottles. Blue Label and Royal Salute 21 were cheaper per ml in town when we checked.
  6. Plan the drive home. The legal limit is 50mg of alcohol per 100ml of blood, so do not open the bottle before you drive.

Above all, buy from a proper shop. Use an established duty-free outlet at the airport or on the island, rather than a stranger selling "duty free" bottles. Our where to buy whisky guide explains how to spot a fake.
